Steps

Die your hair black. Make sure it is long or if not get extensions. Also ask for blonde tips and layers. Straighten your hair if your about to go out but otherwise pin it up in a messy bun.
Tan. Get a nice natural tan or if you have sensitive skin that burns easily get a fake tan but make sure it looks natural
For your nails get acrylics and its better if they are pink.
Take good care of yourself. Go to the gym to work out and eat healthily.
For the clothes, get expensive brands like Chanel bags and earrings. Buy ripped skinny jeans better if they are acid washed or denim shorts. For tops, buy corsets or low cut t-shirts, preferably midrifts. Ed Hardy is a good brand. For workout gear wear Lycra. When you go to the beach only wear bikinis.
Get a lot of heels and make sure they are high.
